The States of the Island assembled yesterday morning under the presidency of the Lieut-Bailiff when a letter was read from Sir Denis Le ?? addressed to his Excellency the Lieutenant-Governor, with the assurance that the rumour that it was the intention of the Government to impose customs duties on the Island, was totally groundless.

The annual report of the Prison Board was next read, by which it appeared that 102 debtors had been imprisoned in 1847, being 53 more than in 1846. Judge Philip Winter Nicolle brought under the notice of the assemblage the great increase of paupers in the Island, and observed that it was ‘high time’ to adopt preventative measures on the subject.

The Constable of St Saviour proposed “that the States do authorise the Constables to arrest all beggars and bring them before the Royal Court; and that if non-natives, they be sent out of the Island; and, if natives, to the Hospital”. After the Constable of St Helier had stated that during the last year 1,234 paupers had left Jersey, costing the Island nearly £300, and that their numbers augmented daily, the proposition of the Constable of St Saviour was unanimously adopted.

The States subsequently resumed discussion of the new Criminal Code and adopted six more of its articles.

It shall be Miss Messervy’s constant and most particular study to improve the morals and education of her scholars. She shall also make it her duty to converse in French with her pupils studying that language, correcting their pronunciation, and their errors, by a comparison of the grammatical construction of that tongue and the English, which she conceives to be the best method to ensure rapid progress.

Although it is to be regretted that the well-conducted school over which Mr R H Slader has presided for nearly a period of two years, under the mutual superintendage of the ministers of St James and St Pauls, is about to lose a great number of its scholars, who will henceforth be instructed at the newly-formed boys’ school attached to St James’ Chapel, and situated at the old Salem Chapel (now fitted up for a schoolhouse) in Ann Street.

Yet the increased advantage to the children of the labouring poor in this thickly-populated district, including Simon Place, Ann Street, Providence Street, Charles Street, Museum Street etc, will be most beneficially experienced by the Rev William Wright, minister of St James, having exerted himself to establish a boys’ school in immediate connection with his own church; and we trust soon to have to record the formation of a day-school for girls, which, since the removal of the late school from the Temperance Hall, has been a great loss to that neighbourhood, there being no girls’ school except the National School in Grove Place which, although most admirably conducted, is not nearly commodious enough for the female children of St Helier.

St James’s day school will undoubtedly be well supported by the attendants on Mr Wright’s ministry, and we hope that the collection made on Sunday morning and evening next, on behalf of this school, will be such as to prove that those who have had a liberal education themselves, will not deny the blessings of a religious education to the children of the poor.

The exhibition for bulls, horses and swine will take place on Thursday 6 April in the Cattle Market, Minden Place.

Persons intending to compete for the Premiums offered on that day by the Society must send notices thereof to Mr B Saunders, Nurseryman, Halkett Place, on or before the Saturday previous to the show, stating the age, colour and pedigree of the animal.

None but the Subscribers will be allowed to compete for the Society’s prizes, but all persons (non-subscribers) will be allowed to send in their cattle in order to have their points adjudged, on paying 2s in making the entry at Mr Saunders.

NB: No animal will be admitted into the show yard after 9 o’clock in the morning on the above-mentioned day. Horses at 12 o’clock (noon).

Competitors for the prizes offered by the Society for farms, crops etc or gardens, must give notice thereof to the secretary at the Boardroom on or before 20 April next.

A gentleman whose pursuits have led him to pay much attention to English politics and who conducted a newspaper for a considerable period, would be glad to undertake the editorship of a journal in Jersey or Guernsey. Apply by letter addressed to “A.B.C. at Jersey Times office.”

There is no delay in the carrying on of this important work. The drain in Ann Street, from the junction with Charles Street, is now completed nearly to the foot of that street whence it will proceed along Simon Place, which is so much in want of a sewer, as far as the junction with the brook, which will complete the contract. We hope it will not be long ere St Saviour’s Road, Providence Street, Philip Street, and other streets in the neighbourhood, will participate in the advantages of through drainage.

William Berryman and George Risley, already found guilty by the Petty Jury of St Helier of burglary and robbery at the Jersey Post Office, were today brought up for trial before the Grand Jury of the Island, to which they had appealed. The Jury consisted of Principals of the parishes of St Helier’s, St Saviour’s, and St Lawrence; Ph de Carteret Esq acting as Foreman.

After having heard Mr Advocate Hammond for the accused and the Attorney-General for the prosecution, the Grand Jury returned an unanimous verdict of guilty and the Court, on the conclusions of the Crown Officer, sentenced each of the convicts to fourteen years transportation, to withersoever it may please her Majesty to ordain.

After sentence had been pronounced, as the prisoners were placed in the cage to be hand-cuffed, a man named Coutanche approached and told them ‘they had got what they deserved’, upon which, one of them, Berryman, struck him a violent blow in the face. They were immediately transferred to the prison van and then taken back to the gaol where they will await the orders of the Government for their removal.

The Royal Court was exclusively occupied on Friday in the depositions in writing in the case of the contested election for Centenier in St Lawrence parish between Mr John Le Gros and Mr George Bigrel.

As two children were playing on the coast at Havre des Pas on Wednesday afternoon, one of them fell into the sea and would inevitably have drowned but for a man, whose name we are unacquainted, who went to the child’s assistance and saved him from death.

Mr Francis Godfray, recently re-elected Constable of St Saviour’s, was sworn into office.

Mr David Bromer was actioned by the Attorney-General and the Reverend P Godfray, as Curate of the Parish of St Helier, to see himself condemned to such penalties as he had subjected himself to for having, after the Clameur de Haro had been raised, demolished a certain wall belonging to the cemetery of All Saints’ Chapel without legal authority, and for having removed the mould of the said cemetery; and also to see himself condemned to replace the same in its former condition.

Mr Advocate Le Sueur, for defendant, demanded that Messrs Thomas Le Breton, John William Dupré, Clement Hemery, John Hammond, James Robin, William Le Breton and the Rev Charles Marett, Vice Dean, as trustees, and Mr Charles de Carteret, as Churchwarden of the said Chapel of All Saints, be convened inasmuch as they had authorised the execution of the works.

Advocate Godfray demanded that the Vice Dean be authorised to remove the bones proceeding from the said cemetery, and which were now strewed in the public road.

The Court ordered that the trustees be convened and granted Mr Godfray’s application.

George Collins and George Ogilvy, who had pleaded guilty at a former sitting of robbery aboard the brig Eliza, were condemned to two years imprisonment with hard labour.

On Saturday last, as the cutter Jupiter, Captain Le Feuvre, was loading cattle for Jersey, a lawless and dissipated mob attacked the crew and prevented them from loading. It appears that the Jupiter had twelve bullocks to ship for Jersey, and that eleven were put on board very quickly, but on aligning the last, the mob came suddenly upon them and set the bullock adrift.

The crew attempted to recapture it, but during that time the mob removed the other eleven from the vessel and placed them in security on shore.

The Sous-prefet of the town, hearing of this, immediately called out the National Guards, and sent off an express to Rennes to the Prefet, who issued orders that the cattle should be embarked, and that the armed force be called out if necessary to protect their shipment. They were accordingly re-shipped and arrived here on Wednesday evening having been detained on account of the weather.

The Constable of St Helier’s read a projet de loi intending to abolish, from 1 January 1849, the Seigneural and Feudal rights due on every quality of property in the Island; giving compensation to the Seigneurs or Lords of the Manor, such compensation to be made by appraisers and paid by the tenants. He demanded that his project be lodged au Greffe.

The Constable of St Saviour’s opposed this demand. He did not think the States could deprive persons of their rights.

The Solicitor-General observed that the States must be very careful in touching this question; the Crown was particularly interested and several fiefs belonged to it. The revenues of such fiefs were at present enjoyed by the Governor, but at his death would revert to the Crown, and would be employed for the interests of the Island. He very much doubted whether the Privy Council would even sanction such a law.

The Constable of St Lawrence demanded that a sum of £40 be accorded to Mr Philip Cunning and a sum of £16 to Mr Philip Le Maistre, for ceding a portion of ground at the foot of St Lawrence’s Hill, in order to widen that part of the main road leading from St Aubin’s to St Helier’s.

We hear on good authority that a letter has been received in the Island from Lord John Russell making enquiries as to the loyal disposition of the people of Jersey to the British Crown. We can assure his Lordship that he may rely upon the unwavering loyalty of all Her Majesty’s Jersey subjects.

The reserve companies of this regiment paraded at ten this morning at Fort Regent and marched to St Aubin’s sands where they were joined by the detachment from Elizabeth Castle and were manoeuvred for an hour under Major Moore, the officer in command.

We regret to learn that Sir William Gosset (the Serjeant-at-Arms of the House of Commons) expired at 8 o’clock yesterday morning. The respected deceased was son of Mr Mathew Gosset of Jersey and born 1783. He married in 1808, Miss Daniell, daughter of Mr Daniell. ^[1] He survived the expedition to Holland in 1799 and afterwards in the island of Ceylon during the Kandian War. In 1813 he was appointed Secretary to the Legation under Lord Heytesbury to the Barbary States and in 1828 he was appointed to the post of secretary to the Master-General of the Ordnance. In 1831 he was nominated a Knight Commander of the Royal Guelphic Order of Knighthood.

Some forged shillings with Victoria’s head on the obverse and the crown-surmounted wreath and the date 1845, are in circulation in the Island. The public would therefore do well to ‘look at their change’.

Slight tremblings of an earthquake are said to have been felt in Trinity parish during the remarkable thunder peals of Sunday afternoon last.

On Monday last, Mr Thomas Gallichan, civil engineer, submitted his model, in wood, for Jersey’s new college to the proper authorities. It is highly spoken of and a piece of architectural art and promises us a building which will do honour to the Island.
